Why would you suppose the Chinese would start drilling? They've got
plenty of more promising areas closer to home within their own
territorial waters.
And the chinese (or the Cubans) won't be drilling in any areas which
might be covered by US off shore leases in any case.
Cuba has it's territorial waters (or rather, Exclusive Economic Zone)
and the US has its and, as Kipling opined, ne'er the twain shall meet.
