If, in fact, "drilling is the answer", it certainly does.

As presumably, oil companies don't want to lose their leases, it would 
spur them to engage in more drilling.

And if they don't wish to drill on their leases, it would free up the 
leased areas for award to others who actually will.

'Course drilling is not the answer, at least to the current availability 
issues.  But you'd never know that from the rumblings of the rightwad 
wingnuts and their fellow travelers.
