No, they gotta drill a hole to keep -that- lease.

But iffen it's gonna be a dry hole, why ever would they want to keep the 
lease?

Or even obtain the lease in the first place?

They must think that the probability of hitting oil is something north 
of zero or,

a) they'd not care about keeping the lease, and,
b) they'd not have bid on the lease in the first place.

And the only way anyone's gotta get oil out of any leased area is for 
someone to drill. If the leaseholder isn't willing to do that, then the 
area should be leased to someone who is.

That's the only way to find out if there actually is oil down there and 
to extract it if there is.  Oil companies sitting on leases and not 
drilling ain't gonna produce a single drop of oil. Folks who are willing 
to actually drill may or may not produce oil but they certainly have a 
much greater chance of producing oil than those who are just sitting.

The probability of producing oil by just sitting is precisely zero.
