Depends on the hiker and what they're doing.

It's getting rare to see anyone in the Southwest still using
boots in summertine and, when you do, it's a prety safe bet
that they're either a newbie or not the sharpest tack in the
box ...

In the OP's case, shoes might not make sense unless he's
comfortable with va**** barrier socks and gaiters.

As in most things outdoorsy, all religions are false and folks
should just figure out what works for them in the places where
they're going.
