Maybe because he doesn't look.

Most people in NM and NV wear ankle high medium weight boots. Trails are 
rocky, plants are pointy. Boots protect from both of those, and are much 
lighter than they used to be. Hiking shoes are fine in gentler terrain, 
but don't do so well among rocks and thorns. NPS rangers in the 
southwest (GUMO and CACA in the Chihuahua Desert) tend to wear ankle 
high boots, some all leather, some leather and nylon.
