It'll come as no surprise that I think Tignes is pretty good for non-
skiers, but of course it does depend on what the non-skier has in mind
to do. Off the top of my head though, there's the new Swimming Pool/
Gym/Spa centre, other hotel spas, husky-dog sledging, guided snow-shoe
walks, ice diving, ice karting, skating (casual and speed varieties)
parapenting, ski-dooing, bowling, cinema, the media centre and small
mueseum at the tourist office, some decent restaurants (some very
decent ones a taxi drive away).

Sure it's not the prettiest town, but Les Brevieres is a bit sweeter
and can be visited via a free bus and chair, or the return trip to Val
d'Isere is about 10 Euros - not that I think Val is much prettier than
Tignes, but it's a change of scene and there are more shops.

I'd say Tignes is very family-friendly as well and there's a large
choice of good Ski Schools with some excellent British-owned smaller
outfits too. The skiing itself has pretty much got something for
everyone, particularly intermediates.
