This is most certainly not true. The soldiers have been feted for
ultimately vanqui****ng the terrorists, the cops have pleaded
helplessness (outdated training/weapons), and the spooks have claimed
to have done their jobs in warning the cops. The only ones embarassed
have been the politicians - and they don't care. By definition of
their profession, they are incapable of shame.

And all the world's intelligence agencies

The rest of the world ain't too great at handling terrorist attacks
either.

You are kidding if you think Muslim terrorists are a spent force. I
think you're missing the point here. There is no real "cell". There is
an ideology that draws resources from all over the world, from all
walks of life. The proponents of the ideology have zillions of
potential converts to their ideology, have no shortage of funds, and
have room to train more people than they are currently recruiting. In
fact, the ideology really has unlimited resources - the only limiting
factor here *is* the ideology. The only limiting factor here is that
all sane Muslims (which is 99% of them) realize that this whole
business of terrorism is insane. Otherwise manpower, money-power, and
training resources are plentiful.

Compared to how reluctant teams have been in the past to touring
various violence-ravaged places, I think England are being
surprisingly eager. If you thought SL was dangerous in 1996 or
Pakistan dangerous in the early 2000s, India right now is certainly up
there. Times have changed. Heck, when England toured in late 2001 (a
couple of months after 9/11), we ridiculed Caddick, Croft, et al for
opting out on this "India is a dangerous country occupied by Muslims"
theory. Well, there is no comparison between 2001 and 2008. If one
thought India was dangerous in 2001, well, 2008 is way worse.
