Its the intent of the Government, terrorists arrive from elsewhere to
wreck 
havoc in India, this can be managed by scrutinizing and profiling 
ethnically.
In Pakistan however the intent is different, there are just oo many 
terrorist bodies, the Talib, the tribesmen, the MQM, the Pashtun blowing
up 
everything non Pashtu in Karachi and so on.
