Not necessarily. Just because someone puts all their apples in their
bag doesn't mean that all items in their bag are apples.
That quoted policy also goes on to say, "... will also announce other
Ultimate tournaments...".
So just because a tourney is on the list does not necessarily mean
that it's sanctioned.
