The first thing you say is:

Isn't there an inconsistency there? Given that the perfect set of
crossovers don't exist, that is.

You can get everyone except for 4 teams 4 games in 5 rounds. You do
have to spill over 2 games into a round 6 if you want to have 2v3
crossovers AND 4v4 AND 1v1 games. But for a summer event, is this
really a problem? It gives you the op****tunity to have some showcase
games, for that matter.

You will end up treating teams that finished in the same places in
their respective pools very differently. So it is by no means
"perfect".
