Kirk's is probably the *only* solution for you.  It's close to Cabrillo 
Beach, where you will have sailing flatwater inside the breakwater, or
open 
ocean on the other side of the parking lot.  Kirk knows about taking care
of 
visitors, he spends the winter in Baja doing exactly that.  You definately

want to have waterstarts for sailing on the outside.  The shore break on
the 
outside can be a little nasty at times but watch the locals for timing
your 
starts.
