where to go for flat water

Hi,

I am a beginner windsurfer, let's say I can beachstart.

I am thinking of taking two months to improve my technique.

I am only interested in slalom and speed for now.

Where would it be ideal to go in August and September, in Europe?

I thought:

Sagres, ****tugal : I read it can be dangerous, and it also looks like
renting gear is not easy

Tarifa: seems ideal, maybe not enough days with flat water?

Sotavento: also seems like the ideal spot, but it appears that outside
of windsurfing, there is nothing else to do, not many people around in
general.

Advices? Ideas?
