Garda is an awesome place to build skills. The water is fairly flat
to moderate small chop and the wind can blow light but plane-able in
the morning then switch directions for a much higher afternoon sail.
The local towns are spectacular, as is the food and scenery. I highly
recommend it.
That said, Garda is a thermal wind. It certainly blows like clockwork
when the typical summer weather systems are arranged. Whether the
fall season offers the same regularity and quality I do not know.
You could try linking to some Garda windsurfing sites. I know there
is a Club Mistral near the town of Lago de Garda, and there is a great
shop in Torbole called Conca d'Oro. Either place should give you an
honest answer.
