IMHO there's no time that is particularly good, traffic-wise. During
weekdays, I try to be out of Manhattan by 1PM to avoid the worst of
the traffic. One half hour later can mean an extra 1/2 hour in
traffic, and I've had trips to the beach of 2+ hours that should have
been under an hour.
Since the sea breeze isn't really going to kick in until the
afternoon, just leave whenever you can and don't start panicking (like
I do).
