I've seen Lake Garda flat like a mirror for days on end in the fall.
It is a beautiful place to visit though. For the best chance of
finding wind in late summer (after July), the eastern Mediterranean is
supposed to be best. I'd check out places in Greece - there are
windsurf centres with gear for hire as well.
