That's right.  In North America we typically say, "I'm going sailing"
to those who know we mean we intend to windsurf, unless the context
requires distinction from the act of sailing a boat, in which case we
would say "I'm going windsurfing."

Our German friends often simply say, "I'm going surfing" when picking
up their 10.0 formula sail.  Actually, they might say "Ich gehe
surfen" but you get the point.
